About The Program

Downtown Norfolk Council does not often change the time of a regularly scheduled meeting. However, changing the date of this month’s DNC Member Briefing is well worth it because of the opportunity to spend time with the individual who for the past twenty years has been an integral part of the redevelopment of downtown Norfolk.

Raymond L. Gindroz, a co-founder and principal emeritus of Urban Design Associates, has pioneered the development of participatory planning processes for neighborhoods, downtowns, and regional plans. An internationally recognized advocate and veteran practitioner of “architecture as city-building,” Ray leads UDA’s efforts to revitalize cities.

Ray is also leading the process that will result in downtown Norfolk’s plan for the next decade. Ray is fond of saying that a good downtown plan is:
