Public Realm & Placemaking
The public realm is the shared spaces that make Downtown Norfolk vibrant - from streets, sidewalks, parks, and plazas to the places where people gather, explore, and connect. A well-designed public realm creates a welcoming downtown and supports local businesses and community life.
Placemaking is the process of transforming public spaces into engaging places where people want to spend time. At Downtown Norfolk Council, placemaking brings together thoughtful design, public art, landscaping, events, and streetscape improvements in the public realm to create experiences that foster connection, support local businesses, and celebrate the unique character of Downtown Norfolk.
Downtown Norfolk Council has taken on several initiatives that contribute to the look and feel of the public realm, including:
Planters
In partnership with the City of Norfolk, DNC purchased more than 100 matching planters that are placed throughout downtown. To keep them vibrant and welcoming year-round, the City’s Parks & Forestry Department refreshes the plantings twice a year, helping to enhance the beauty of Downtown Norfolk.
Public Furniture
DNC owns, maintains, and places more than 80 pieces of public furniture throughout downtown each day, creating inviting spaces for residents, employees, and visitors to relax, gather, and enjoy the district.
Ambassador Program
DNC Ambassadors serve as the eyes and ears in the public realm, reporting any issues, cleaning up litter, and helping pedestrians. In partnership with Block by Block, DNC is able to have a robust team. Please visit our Ambassador Page to learn more!
Volunteer Days
DNC hosts two annual volunteer days at The Plot in the NEON District to help beautify and maintain the space. Volunteers participate in a variety of projects, including weeding, planting, painting, and other improvements that keep the area vibrant and welcoming.
Wayfinding
DNC led the coordination, placement, and design of more than 15 wayfinding assets throughout downtown. These signs enhance the pedestrian experience by improving navigation and connecting visitors and residents to key destinations, amenities, and resources.
Public Art
DNC leads public art initiatives throughout the Downtown Improvement District and the NEON District. Since the inception of both districts, DNC has coordinated more than 200 public art projects and continues to expand its portfolio in partnership with the City of Norfolk, talented artists, property owners, and community volunteers.
Partnership
DNC works closely with City departments, property owners and managers, and business owners to ensure that the public realm remains safe, accessible, and well maintained. This collaborative effort encompasses everything from coordinating tree maintenance to keep sidewalks clear to identifying appropriate locations for bike racks and other public amenities.
Trash Receptacles
Downtown Norfolk Council owns and services more than 200 trash receptacles throughout downtown each day. Led by a dedicated ambassador crew, this daily effort helps keep our sidewalks, streets, and public spaces clean, welcoming, and safe for everyone who lives, works, and visits downtown.
Public Spaces
DNC oversees the Downtown Dog Walk and The Plot, ensuring these shared public spaces remain vibrant and accessible for the community.
