The 2nd Annual 7 City Blues Festival is returning to Chrysler Hall in Norfolk at 8 p.m. on April 1. The festival is set to feature a blues honor roll of performers and legends alike, including Tucka, Ronnie Bell, Nellie Tiger Travis, Lebrado and Pokey Bear.
