In January of this year, City Council approved a resolution authorizing the City of Norfolk and the Norfolk Redevelopment and Housing Authority to begin a planning process with residents and community stakeholders for transformation of the area now known as the St. Paul’s Area (Tidewater Gardens, Young Terrace and Calvert Square). The development of this revitalization plan will help break the cycle of intergenerational poverty by rebuilding the area to improve resilience of both human capital and environment.
